The Accreditation and Registration Advisory Committee
The Accreditation and Registration Advisory Committee (ARAC) is formed with the principal objectives of providing AMTS
- Advice on building capacity to accredit music therapy degree programmes offered in Singapore
- Advice on building capacity to offer registration to music therapists who have completed music therapy training programmes
- Facilitate networking with governing bodies and other institutions towards actualising the above objectives
For a 2-year term (July 2024 – June 2026), ARAC members serve in advisory roles to the executive committee towards achieving the above 3 objectives

Mr. Kenneth Kwok
Chief Executive Officer
Singapore Symphony Group
Kenneth Kwok has worked in the public service for over two decades, focusing on education, the arts and community engagement. He started his career as a secondary school classroom teacher and Vice-Principal before moving to the National Arts Council where he took on various portfolios including arts education, youth arts, capability development, strategic planning and research. After an attachment as Senior Director to the Municipal Services Office at the Ministry of National Development between 2020 and 2022, he returned to the arts sector with his current appointment as CEO of the Singapore Symphony Group.
Kenneth holds an Ed.M. in Arts in Education, and has served as an adjunct lecturer in Drama Education at the National Institute of Education. He has sat on various boards and advisory committees including for the Yong Siew Toh Conservatory of Music, Singapore National Youth Orchestra, Singapore Drama Educators Association, *SCAPE and Very Special Theatrics.
Ms. Ngo Lee Yian

Singapore Association of Mental Health
Ms. Ngo Lee Yian is the Executive Director at the Singapore Association for Mental Health (SAMH), helming SAMH since 2019 and is involved in various committees, including the Ministry of Social and Family Development (MSF) Social Service SkillsFuture Tripartite Taskforce, Agency for Integrated Care Manpower Committee, and the National Council of Social Services’ Leadership Development and Selection Panel.
Before joining SAMH, Lee Yian served in the MSF as Director of Adult Protective Service, Rehabilitation and Protection Group. She has 30 years of experience working within the social services sector in Singapore, having led in the review and formulation of the sector’s various capacity and capability building schemes. She was awarded the Outstanding Social Worker in 2003 in the social services field. Lee Yian holds a Master's in Social Work from the National University of Singapore.
Dr. Ong Eng Koon

Dr Ong is a specialist consultant in palliative medicine. As a clinician-educator, Dr Ong teaches the topics of Professionalism, Ethics, Communications and Humanities at both undergraduate and postgraduate levels.
He is Clinical Assistant Professor at Duke-NUS Graduate Medical School; Director, Office of Medical Humanities, SingHealth Medicine Academic Clinical Programme; and Co-lead, Healthcare Professionals Education, SingHealth Duke-NUS Medical Humanities Institute.
Dr. Philip Tan

Dr. Philip Tan is an internationally renowned Creative Director, Composer, and Educator with over 30 years of experience. Philip's passion for multimedia story-telling has been exhibited in over 30 countries, where he has created works with new formats, technologies and concepts. Philip’s unique creative vision is characterised by his inclusive collaborations with community members of all ages and diverse learning needs, resulting in inspiring multidisciplinary performances that radiate brilliance and innovation.
Philip’s research focuses on developing strategies and frameworks that cultivate a culture of creativity, empowering leaders to unlock their full potential and achieve transformative outcomes in their respective fields. A staunch advocate for lifelong learning and organic growth, his exceptional skills and commitment to mentoring future talents have earned him numerous accolades, including the 2017 Top 50 Varkey Foundation Global Teacher Prize, five Life Theatre Music Awards, the 2007 Young Artist Award, and the 2021 SkillsFuture Fellowships which was presented by the President of Singapore.
Dr. Tim Xu
Associate Professor (Occupational Therapy)
Singapore Institute of Technology
Dr. Tim Xu is an esteemed Occupational Therapy Associate Professor at the Singapore Institute of Technology (SIT) and holds a PhD in Health Sciences from the University of Sydney, Australia. He has over 24 years of experience working with older adults and the stroke population in Singapore and Australia. Dr. Xu is a pioneer faculty member in developing the 4-year occupational therapy degree program at SIT. He is an active researcher in aged care, with a focus on fall prevention and frailty management. His “Say No To Frailty” program has been listed in the National Frailty Strategy Policy Report published by the Ministry of Health and is currently being implemented in many Active Aging Centres in Singapore.
Dr. Xu is also involved in several professional roles, including serving as an SIT Institutional Review Board member, an editorial board member in several scientific journals, a Community Rehabilitation Transformation Workgroup member at the Ministry of Health and an expert member of the Building Construction Authority, Singapore.
